Lambayong BLGUs undergo LITS Refresher Course

The RESOURCEGov Phase 2 Project Officer Mr. Kurt Jurgen Von D. Lumbao conducted Legislative Information Tracking System (LITS) Refresher Course to LGU Lambayong on July 17-19, 2019 at The Pinnacle Hotel, Davao City with a total of 30 participants (Male 15, Female 15) comprised of barangay captains, councilors, secretary, and treasurers. The activity was a realization of the plans during the former mayor’s term. Moreover, LGU Lambayong shouldered the expenses for the training amounting to Php 198,000.00. For the BLGUs of Lambayong alone, the in-kind counterpart contribution (the equipment used for the utilisation of LITS) is amounting to an estimate of Php 630,000.00.

The 1st day was dedicated to the preliminaries and the step-by-step installation of the LITS to the laptops and desktop units brought by the participants. Mr. Lumbao welcomed the participants and presented the rationale of the activity, and the project overview. Mr. Andrei Martinez shared that as the president of all the barangay secretaries, he commends all the effort and support of his colleagues even if there are some who have not attended. Mr. Lumbao discussed guidelines and procedures in creation of ordinances and resolutions. He used to work in the Sangguniang Panlungsod of Kidapawan City as a transcriptionist who also do reviews on committee reports and other pertinent documents. Originally, the agenda included another resource speaker for the said topic. However, the resource speaker was not able to come. As an initiative, Mr. Lumbao referred to The Local Code of the Philippines, also known as the bible of secretaries in all levels, for the default guideline. The last day was dedicated to the presentation and review of the participants’ outputs. At the end of the training, the participants were able to: install the LITS, troubleshoot the system, create their own legislative documents and add these documents to the LITS.
